How Enforcement Works
Governance is split, not unified. The Elite Division polices its own 25 clubs' finances — per its own separate ownership and broadcasting structure, it investigates and confirms its own breaches. The Alliance polices Divisions Two, Three and Four together with the four Alliance Semi-Pro divisions, as one shared financial framework. Neither governs the other's finances.
Wage caps: Elite Division clubs may spend up to 80% of revenue on player wages; Alliance Division clubs (Two–Four) up to 60%. Alliance Semi-Pro divisions carry no wage cap in the current rulebook, so cannot breach this particular rule.
Points deduction — proportional to the size of the breach: 1 point for every full percentage point the wage-to-revenue ratio exceeds the cap, rounded to the nearest whole point, with a 3-point minimum for any confirmed breach.
Financial penalty — 25% of the club's actual cash overspend (wages actually paid, minus what the cap would have permitted), rounded to the nearest £1,000. Bigger overspend in cash terms means a bigger fine, regardless of club size.
Transfer window ban — automatic and immediate once a breach is confirmed: the club cannot register incoming transfers in its next window(s) until the breach is resolved and the fine paid. This status is tracked per club, league-wide, not just for clubs currently in breach.
